Task I2:
European Harmonisation of Safety Approval
The
process of safety assessment for all railway activities is becoming more
formalised. Simultaneously, there is pressure to move towards
internationalisation of supply processes, so as to secure the benefits of
competitive sourcing. This is equally true of rolling stock, as of
infrastructure equipment and components, and also services such as maintenance
work.
Safety assessment where interoperability is concerned can be given by Notified
Bodies, which are authorised according to European new approach directives.
However, the safety assessment for railway equipment is still in the early
stages of implementation and will only apply to regulated products. This is
plainly a barrier to a desirable development, particularly in the voluntary
sector. The project will study how co-operation between competent bodies in the
area of harmonisation of safety assessment can be strengthened to improve the
possibility that a supplier can obtain safety assessment from a competent body
of his choice, confident that the assessment will achieve full acceptance in any
railway within the Community.
